In those states without MCDs, Census County Divisone (CCDs) are delineated by the Census Bureau with state, tribal, and local officials for statistical purposes.
  4. Census Designated Places (CDPs) are the statistical counterparts of incorporated places. They have defined boundaries and are delineated to provide data for settled concentrations of population that are identifiable by name but are not legally incorporated and have no legal status.
